Hearing on proposed increase to water and sewer rates

Pursuant to Va. Code Ann. §§ 15.2-107, 15.2-2111, 15.2-2119 and 15.2-2122, the Fincastle Town Council will hold a public hearing on Thursday, December 12, 2019, at 7:00 p.m., at the Old District Courthouse, 5 West Main Street, Fincastle, Virginia, to consider adjustments to the Town’s current water and sewer rates and fees. All persons shall be afforded an opportunity to speak and state their views concerning the proposed changes to the water and sewer rates and fees, which are as follows:


An increase of 1.8% (one point eight percent), which reflects the most recent Consumer Price Index (CPI), to the Base Rate only, plus an increase of 1.8% (one point eight percent) to the minimum charge for water only and sewer only customers, for water and sewer services for the calendar year 2020,


A copy of the proposed Ordinance implementing the new water and sewer rates and fees is on file in the Office of the Fincastle Town Manager, between the hours of 8 a.m. and 2 p.m., Monday through Thursday, for examination by the public. The proposed ordinance can also be found HERE 

Hearings by Planning Commission and Town Council 

The Fincastle Town Council and Fincastle Planning Commission will hold public hearings during their regular meetings on Thursday, December 12, 2019, at the Old Botetourt County Courthouse Board Room, located at 5 West Main Street, Fincastle, Virginia 24090. The Planning Commission will have a public hearing at 6:00 p.m., and the Town Council will have a public hearing at 7:00 p.m. The purpose of the hearings is to solicit input on the following items:


  • An application for a Special Exception Permit by Wanda Mae Burns Life Estate C/O George Allen Thompson for the placement of a mobile home on property located at 781 Springwood Road, Fincastle, Virginia, and identified by County Tax Parcel 61-69 and zoned RR Rural Residential.


  • Proposed amendments to the Town of Fincastle Subdivision Ordinance. Proposed amendments include Section 21-31, schedule of fees, to include fees to be set by Town Council; Section 21-66, Preliminary sketch to encourage applicants to schedule consultation with Town agent; Section 21-106, Posting of Bond, to a Bonding Policy, including establishment of a performance agreement; determining what improvements are to be bonded; procedures for Town Council approval; calculation of bond amounts; acceptable forms or guarantees; extensions of performance agreements; bond reductions; bond release procedures; conditions for acceptance of public improvements; and street maintenance bonds for streets not accepted for maintenance by the Virginia Department of Transportation.
